Change in Health Care Third Party Administrator (TPA)
As a result of a formal Request for Proposal (RFP) process, effective January 1, 2023, the School District’s Health Plan will be administered by Empire Blue Cross Blue Shield. We will no longer be utilizing INDECS. This means that we will be working directly with Empire Blue Cross Blue Shield to provide medical benefits to the School District. Work has been completed over the past six months to ensure a smooth transition to Empire. Medical benefits, cost-sharing and the provider network will remain the same. The pharmacy benefits manager, Navitus, will not change.
We understand that change is often met with apprehension. As such, we would like to share information with you. Included in this communication you will find a “Spotlight On: Health Care TPA Transition” sheet that details information relevant to the switch. This is your, “need to know” information sheet.
We would also like to invite you to one of the informational meetings held via Zoom. All meetings will cover the same material. Members of the Empire and Navitus Teams will present information relevant to the transition and answer general questions raised by the membership.

Please know each of the Zoom meetings will be recorded and posted on this webpage afterward. During these meetings, we will also compile a list of questions and provide responses that will be posted on this page.
Additionally, as a result of an RFP, the School District’s health consultant has changed. Carmel Central School District has retained Segal as its health consultant. We will no longer be utilizing the services of Orville Boden. We appreciate the dedication and work of our previous health consultant and are excited to begin our new relationship with Segal. Segal is a leading benefits and strategic human resources consulting firm in operation for over 80 years. Segal has extensive experience in providing consulting services to a wide range of public sector clients, including states, local governments, school districts, the federal government and other public jurisdictions, as well as multiemployer and corporate clients. The School District worked with Segal in implementing the change to Empire Blue Cross Blue Shield and implementing stop loss insurance. We look forward to a continued successful relationship with Segal.
